Summary About the Position: This position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Office of the Commander, located at Fort Sam Houston, Texas. Responsibilities Serves as a Management Analyst in a headquarters command performing functions related to researching, developing and evaluating assigned or designated missions and functions. Formulates management and/or program evaluation plans for improvement on processes such as cost effectiveness, program efficiency, and direction of programs. Analyzes and evaluates major organizational aspects of substantive, mission-oriented programs. Work results serve as the basis for new organizational systems, regulations or programs. Recommends adjustments and/or change to management as a part of organizational improvement strategy. Administers cost benefit and/or budget analysis of assigned programs. Contacts others as necessary, both within and outside the activity, in order to accomplish objectives. Applies basic budgetary/financial management principles and techniques to long range planning. Specialized Experience: One year of specialized experience which includes: 1) Designing and/or conducting analytical studies of organization operations/processes to improve efficiency and 2) Recommending adjustments/changes to leadership as a part of a organizational improvement strategy and 3) Experience in dissemination and or advocating for analyzed changes to processes such as workforce design, mission, functions, budgeting, work process streamlining and contract revision. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH02). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
