Main Purpose of Job
The primary purpose of the Money Follows the Person (MFP) Housing and Compliance Director position is to supervises three Medical Care Program Specialists II staff: two Quality and Compliance Specialists and one Housing Specialist; and to direct policy development related to affordable and accessible housing for MFP participants and other individuals that receive long-term services and supports.\r\r\rThis position will plan, direct, review, supervise, and evaluate the daily work of the three specialists. The Housing and Compliance Director will develop and formalize policies and procedures for the team; review and develop policies and training materials related to the provision of housing assistance; develop housing opportunities for MFP participants; apply housing knowledge to review existing policies and propose new policies to ensure compliance with the Centers for Medicare and Medicaid Services (CMS) Federal requirements; respond to inquiries and complaints from MFP participants and stakeholders; provide direct training and support on the provision of housing assistance and affordable housing opportunities for MFP participants and others receiving long term services and supports to supports planning agencies (SPAs), Maryland Access Point (MAP) staff, Centers for Independent Living (CILs), Public Housing Authorities (PHAs), and other stakeholders.\r\r\rThis position will also provide training and technical assistance to supports planners, act as a liaison to the Local Health Departments (LHDs), Plan of Service (POS) Unit, the Division of Participant Enrollment and Service Review, the Eligibility Determination Division (EDD), and the Division of Quality Compliance and Review regarding issues related to policies and regulations for the program and to ensure that the eligibility time frames are met, so that the program can meet established MFP transition benchmarks as required by Federal grant requirements, and other duties as assigned.\r\r\rThis position operates in a hybrid manner, meaning job duties will be performed both remotely and on-site unless otherwise directed by the appointing authority.\r\r
MINIMUM QUALIFICATIONS
Experience:Eight years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.One year of this experience must have been in a medical assistance program.\rNotes:\r1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of administrative or professional experience developing or applying policies and regulations in medicalassistance, health insurance, federal or State entitlementprograms for the required experience. One year of this experience must have been in a medical assistance program.\r2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in the relatedfield of work for the required experience.\r3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in OperationalAnalysis classifications or Health Services Management specialty codes in the health-related field of work on a year-for-year basis for the required experience.\r

The desired candidate should possess the following:\r\r\r A Bachelor's degree from and accredited college or university\r Experience providing case management to people with disabilities\r Experience in Medicaid home and community-based waiver programs\r Policy experience in the affordable and accessible housing arena\r\r\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r
