The City of Torrance is seeking an experienced INFORMATION TECHNOLOGY ANALYST who wants to be part of the Torrance Police Department!

The Department

The Torrance Police Department has been proudly serving the community of Torrance for over 100 years. The Position

Under direction, Information Technology Analysts assist in the analysis of client requirements for new and existing systems, makes subsequent recommendations, and designs appropriate systems to improve automation of City processes and client productivity.

The Applications and Programming Unit supports multiple computer application subsystems including system analysis, computer program implementations, support and maintenance of subsystems, enhancement of ongoing systems, and development of computer logic flowcharts for analysis and integration into a computer program. As part of the Applications and Programming support team, the Information Technology Analyst (Applications and Programming) analyzes problems and prepares concept design specifications for existing system; trouble-shoots existing and new program applications. This individual researches, recommends, and implements application upgrades, enhancements, and required modifications to keep current and meet the end-user needs.

Although normal working hours are a 9/80 schedule with alternate Fridays off, this position must be available to work on various weekends and closed Fridays during computer "down" times. In addition, the Information Technology Analyst must be available to be on call.

QUALIFICATION GUIDELINES

Education and Experience

Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

An Associate's degree in Data Processing or Computer Sciences or a Certificate in Data Processing.

Three years of progressively responsible information technology experience consisting of systems design, program design, coding, testing, implementing and documenting business application systems currently in use by the City.

Ideal Candidate

In addition to the minimum requirements, the ideal candidate will have: Experience with C#, Java scripts, Microsoft .Net Framework; Experience developing Web Application/Windows Application, MS access, and in Visual Studios; Experience with MS SQL Database design, administration, SQL reports, SQL stored procedures, and SQL Queries; Experience managing Microsoft Internet Information Services; Experience with Red Hat Enterprise Linux, Bash Scripting, and Perl; Experience with writing PowerShell Scripting in a Windows and Active Directory environment; Strong analytical skills and problem solving abilities; Willing to take on diverse IT responsibilities, prioritizing as needed to support various aspects of our technology infrastructure; Ability to provide technical guidance and training to the Information Technology Specialists and other support staff; Ability to research and evaluate new technologies, and present recommendations; Ability to be self-directed and work independently without constant supervision; Excellent oral and written communications skills; A team-oriented attitude and the ability to work well with others;.

License and/or Certifications

Must possess and maintain an appropriate California driver's license. Professional certification in applications, hardware and systems used by the City is highly desirable.

BENEFIT SUMMARY FOR TORRANCE PROFESSIONAL AND SUPERVISORY ASSOCIATION (TPSA)

Effective 1/6/19, the City's monthly contribution for health insurance is as follows:

City provides a $50,000 life insurance policy

Premium/Certification Pay (sec. 3.2)

Educational Incentive Program (Sec. 3.3)

Building Inspection Supervisors: 4% of base pay for ICC certificate in one of the certified areas. (Additional 2% for each additional certificate, up to max of 12%).

Failure to maintain certification results in loss of 2% for each year's delay of recertification.

Disability Insurance (sec. 4.1)

Employee receives 2/3 base pay after elimination period (14 consecutive days for STD and 180 consecutive days for LTD)

Accrue 6 hours per month

13 paid holidays for all classifications except Sr. Librarian - (New Year's Day, Martin Luther King Jr. Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, day after Thanksgiving, Christmas Eve, Christmas Day & New Year's Eve).

Vacation/Annual Leave (sec. 4.7)

Bereavement Leave (sec. 4.8)

Family-School Partnership Leave (Sec. 4.10)

40 hours (max 8 hours per month) unpaid per calendar year (employees may use accrued vacation or comp time)

Uniform Allowance (Sec. 4.14)

$500 voucher: Animal Control Supervisor, Police Operations Supervisor, Forensic Identification Specialist, Senior Forensic Identification Specialist and Forensic Supervisor (payable in September of each year).

$250 voucher: granted twice (2) per calendar year for Transit Supervisor

Night Shift Differential (sec. 5.3)

5% over base pay when ½ or more of the shift is worked after 4:00 p.m.

7 ½% when ½ or more of the shift is worked after midnight

Sr. Librarian - 10% above average base hourly when ½ shift is worked after 3:00 p.m.

Safety Shoes (Sec. 6.4.B)

Allowance of $125 each 6 months of employment (paid June and December), for those required to wear safety shoes.
