Reporting to the Director- EH&S, the Environmental Health and Safety Specialist is responsible for supporting regulatory compliance within the hospital system. This is accomplished by conducting audits, identifying hazards, and developing plans of action.

SMCH is looking for a collaborative, highly organized professional to serve as an Environmental, Health and Safety Specialist, supporting construction safety functions. The ideal candidate will have a deep understanding of construction-related occupational health and safety requirements and workplace evaluation as well as a knowledge of applicable regulations and laws. A demonstrated ability to effectively interact and influence is essential.

The Specialist works closely with EH&S Program managers and play a key role in implementation of programs and policies and achieving Key Performance Indicators. The specialist is the driving force for implementing corrective action plans and takes an active part in the prevention of harm to employees and minimizing risk to the enterprise.

Essential Functions The essential functions listed are typical examples of work performed by positions in this job classification. They are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. Employees may also perform other duties as assigned  under the guidance from the Director and program managers of EH&S.

Employees must abide by all Joint Commission Requirements including but not limited to sensitivity to cultural diversity, patient care, patient rights and ethical treatment, safety and security of physical environments, emergency management, teamwork, respect for others, participation in ongoing education and training, communication and adherence to safety and quality programs, sustaining compliance with National Patient Safety Goals, and licensure and health screenings.

Must perform all duties and responsibilities in accordance with the hospital’s policies and procedures, including its Service Standards and its Code of Conduct.

Participate in routine audits, Environment of Care rounds, and safety inspections in a wide variety of settings and locations including but not limited to active construction sites, patient care areas, clinics, shipping docks, food service areas, and cleaning utility areas.

Thoroughly documents findings discovered during audits and rounds and communicate compliance concerns to EH&S program managers and director.

Provide guidance to stakeholders within the enterprise on EH&S related topics.

Communicate and engage staff at all levels in promoting workplace safety.

Contribute to the collection and analysis of data related to waste, injuries, compliance, and safety programs.

Assist as part of a team in ensuring compliance with applicable occupational health and safety regulations, laws, policies, and procedures.

Excellent collaboration, project management, analytical, data quality troubleshooting, and problem-solving and communication skills.

Attend project/design review meetings and conduct safety focus discussions with project management team.

Assist project management team in review of contractor and subcontractor qualifications program.

Develop hazard control designs, methods, procedures, and programs.

Measure, audit and evaluate the efficiency of hazard control programs.

Conduct safety audits on active construction project sites on a regular basis for compliance with SMCH’s construction and contractor safety programs.

Assist in incident/accident investigations, develop accident reporting procedures and participate in accident/incident review meetings.

Assist with regulatory inspections and associated responses.

Maintain and communicate SMCH’s written construction safety program standard

Support the architects, engineers, and other specialty consultants from initial programming to construction completion.

Maintain strong working relationships with internal customers and key partners.

Review Job Hazard Analysis, Fall Protection plans, Excavation Documentation, Confined Space forms, Lift Plans and Lockout/Tagout paperwork etc.

Work directly with General contractors and project teams to address specific safety related needs/concerns.

Develop tracking metrics to ensure safety performance in the field is monitored and measured.

Responsible for maintaining Safety Data Sheets through our online retention programs.

Assist in conducting industrial hygiene tests and monitoring.

Support and advise site personnel in meeting their safety objectives.

Participates in regulatory audits, site inspections, investigations, and other visits from regulators.

Provides regulatory information to internal and external customers.

Maintain documentation of regulatory records.

Minimum Qualifications Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

Education : High School Diploma or GED equivalent

Preferred Education : Bachelor's degree in Occupational Health and Safety or related field, or equivalent practical experience.

Experience :

2-4 years of experience working on major construction projects in the field of safety. Knowledge of interpreting and following OSHA as well as best practices in leading construction safety.

Experience working in the healthcare industry, preferred.

Working knowledge of federal, state, and local health and safety, and environmental regulations is critical.

Direct experience dealing with regulatory agencies and/or compliance officers is preferred.

License/Certification : None

Knowledge, Skills, & Abilities These are the observable and measurable attributes and skills required to perform successfully the essential functions of the job and are generally demonstrated through qualifying experience, education, or licensure/certification.

Demonstrate excellent leadership and communication skills.

Candidate should have a Construction Safety background.

Good indirect people management skills with the ability to drive consensus.

Being detail oriented and having the ability to think analytically.

good working knowledge of technology

Strong cross-functional teamwork and interpersonal skills

Able to define processes and requirements under sometimes ambiguous conditions.

Prioritize and communicate/ negotiate changes to project timeline.

Familiar with Cal OSHA, Cal EPA, Bay Area Air Quality Management District, CUPAs, fire departments and similar regulatory agencies.

Working knowledge of Microsoft Suite of applications (e.g. Excel, PowerPoint, and Word).

Pay Range

Compensation is based on the level and requirements of the role.

Salary within our ranges may also be determined by your education, experience, knowledge, skills, location, and abilities, as required by the role, as well as internal equity and alignment with market data.

Typically, new team members join at the minimum to mid salary range.

Minimum to Midpoint Range (1.0 FTE): $88,400.00 to $117,228.80
