Amend at UCSF seeks to recruit a Program Design Lead to manage program and curriculum development operations and to serve as the key manager of a large and growing team within the Amend Program. The incumbent will manage and provide technical direction in conjunction with the Faculty Director and Chief Program Officer for a complex, high-visibility academic program that conducts strategic science, and policy and practice translation to transform correctional culture in U.S. prisons by drawing on public health, occupational health, human rights, and international best policies and practices in prison management and rehabilitative services. They will be responsible for managing and overseeing ongoing operations of Amend's program design effort, including providing direction to the Program Design team, currently comprising 6 team members (including subordinate managers, curriculum designers, and a part-time administrator) and multiple contracted subject matter experts and service provides, currently including 3 filmmakers and two communications specialist with additional contracted services planned over the coming months and years. The incumbent will help to oversee, report on, and direct an approximately $1.5 million annual Program Design budget (including philanthropic, foundation, and state contract support) to achieve objectives. The incumbent will be responsible for recruiting, supporting, and managing staff and independent contractors who work in program design and communications. The ideal candidate would have experience creating and promoting an internal culture of inclusivity and would have a proven track record of being able to collaborate effectively with a diverse staff and a broad range of international partners. The incumbent will be responsible for developing and overseeing systems to coordinate Amend's Program Design work, including managing multiple simultaneous projects in various stages of development, field testing, prototyping, launching, and dissemination. To achieve these objectives, the incumbent must manage their staff and contractors effectively while also managing effective collaboration and partnership with Amend's Program Implementation Team, Amend's Impact Evaluation & Communications team, and multiple large state agency partners throughout the U.S. and internationally. The incumbent will collaborate with multiple program leaders and faculty from multiple schools and departments both within and outside UCSF and will work directly with departments of corrections directors and other leaders to operationalize Amend's program. The incumbent will work closely with the Faculty Director and Chief Program Officer to provide key input into the strategic direction and work to operationalize that strategy. They should be an expert in leading applications for foundation and philanthropic funding, and they should know how to work with state government processes and bureaucracy to inform Program Design. The incumbent should have expertise in Program or Curriculum Development across a variety of platforms (in-person, online/digital, hybrid) and adult learners, including in professional or vocational training. The ideal candidate would have experience managing an organization and would have independently communicated guidelines and expectations to the public and their colleagues, as well as to policymakers and other decision-makers, and they should have deep knowledge of educational theory, pedagogy, and curriculum design.

The incumbent's responsibilities include:

1) Manage day-to-day operations of all aspects of Amend's Program Design effort -including program/curriculum development, testing, prototyping, dissemination, and research/evaluation working with shared division administrative staff and leadership.

2) Respond, independently, to applications for foundation or philanthropic funding and lead all reporting efforts for relevant foundation or philanthropic funds.

3) Develop and manage effective relationships with leaders from collaborating organizations, partner prison systems in the U.S. and abroad, and with elected officials and other high-ranking community stakeholders in prison reform.

4) With the support of the Faculty Director, support talented, engaged, and diverse staff. The incumbent will be charged with creating a dynamic work environment that supports staff from a wide variety of professional and personal backgrounds and allows them to work to their highest level while also developing the reporting systems and processes needed to ensure an integrated approach to Progam Design across all staff.

5) Manage work product and output including developing processes to prioritize, plan, and report on projects; monitoring staffing levels across projects and ensuring that each project has the staff required to achieve project goals; working with existing project managers and the Chief Program Officer to ensure they can coordinate across projects and have necessary resources; help ensure a culture of sharing information across projects; lead regular team meetings to ensure collaboration across projects and active participation, including coordinating input and participation from Amend leaders, contractors, and program partners as needed; manage regular meetings among staff groups and teams to ensure cross-collaboration among staff.

6) Supervise staff working in program design and dissemination and ensure that these efforts align with the Program Implementation and Impact Evaluation & Communication efforts of the Amend program.

7) Work with the Faculty Director, Chief Program Officer, Amend Program Implementation and Impact Evaluation & Communications Directors to align our work with external stakeholders comprised of community-based organizations, nonprofits, and local and state government, including presenting Amend and its work at a range of statewide, national, and international forums such as legislative sessions, conferences, and expert convenings.

8) Provide input into decisions about new projects and new funding opportunities, assessing alignment with ongoing work. Provide high-level support for funding applications including drafting core components of funding applications.

9) Under the direction of the Faculty Director and Chief Program Officer, provide oversight of the Program Design effort's finances.

10) Under the direction of the Faculty Director and Chief Program Officer, provide highly specialized policy analysis and legislative testimony around Amend's approach to prison culture change when needed

11) Other duties as assigned

Department Description

Amend at UCSF is a public health and prison reform program that draws on medical ethics and education, knowledge of health disparities, occupational health, human rights, and international best principles and practices to address dehumanizing conditions in U.S. prisons that perpetuate harm, violence, and health inequities. Amend is led by experts in medicine, public health, the law, and prison conditions and reform. Amend partners with the Norwegian Correctional Service, colleagues from other European prison systems, U.S. community-based organizations, advocates working in the transformative justice space, and others to advance jail and prison reform centered on health and humanity. Our program leverages intensive correctional policy review, prison leadership programming, correctional staff training, and mindset change to create measurably more humane and rehabilitation-focused jail and prison environments, to improve the health of incarcerated people and staff. The Amend program is multi-year, multi-faceted, and tailored to the unique needs and opportunities of each enrolled correctional system or facility. Amend is currently working intensively in more than 20 prisons across 5 U.S. state prison systems.

The UCSF Division of the Center for Vulnerable Populations at San Francisco General Hospital is in the Department of Medicine. The CVP carries out actionable research to reduce health inequities. Founded in 2006, the CVP is located on the campus of Zuckerberg San Francisco General Hospital. Beyond the local communities it serves, CVP is nationally and internationally known for its research in reducing health disparities, with special expertise in the social determinants of health, including literacy, and criminal justice system involvement. homelessness, food policy, poverty, and minority status.

Required Qualifications

Advanced degree (masters level or higher) in social sciences, public health/policy, management, or in a related area and 6-10 years of experience and/or an equivalent combination of education and experience/training.

5 or more years of related work experience leading or managing large educational program design or academic programs, including experience managing related education/training, dissemination, and evaluation teams or projects

Strong interpersonal skills and ability to work effectively at all levels.

Advanced knowledge of the functional area, projects, programs, research, and issues in support of the function, program, and/or organizational unit or initiative.

Requires knowledge of policies, practices, and systems; human and other resource planning; client services oriented; has good listening, critical thinking, analytical, research, and comprehensive project management skills.

Ability to multi-task, use discretion, and maintain all confidentiality

Must have strong verbal and written communication skills, including publications in the academic literature around prison health and culture transformation.

Requires the ability to change the thinking of, or gain acceptance of, others in sensitive situations.
