Summary: The Associate Finance Director ensures the successful and fiscally responsible operations of the Finance Department, supporting the financial health of The Arc Gloucester.
Position: Full-time, Exempt. Typical hours are weekday, daytime. This position is supervised by the Chief Financial Officer (CFO). This position supervises the Payroll Specialist, Staff Accountants (Accounts Payable and Accounts Receivable), and Accounting Associate.
Essential Duties and Responsibilities:
Provides oversight and supervision to the finance department, consistent with the direction of the CFO
Responsible for the oversight, administration, accuracy and timeliness of all financial systems, including but not limited to the Organizational Representative Payee function, fee-for-service billing, payroll, and PEX
Review, audit, analyze and confirm the accuracy of all aspects of the Organizational Representative Payee functions, including but not limited to monthly bank transfers and financial details related to the Individuals for which the Agency manages
Maintains, tracks, and analyzes the Agency General Ledger to help create and support departmental and programmatic budgets, minimize waste, prepare financial statements, manage monthly journal entries, complete account analysis, support other revenue sources, such as grants and fundraising
Audits internal financial processes
Assists with Financial Audit as well as other audits that occur periodically
Manages to ensure efficiency and accuracy of the fee-for service billing function, as well as all other avenues of revenue, including the management & eligibility of service recipients’ Medicaid
Supervises the PEX platform, payroll, accounts payable systems, and accounts receivable functions
Analyzes financial data to support the fiscal health, efficiency and general success of the Agency
Assists with Agency budget management and forecasting

Comply with the DDD Program Manual, The Arc Gloucester Policies and Procedures Manual and applicable state, local and federal regulations, including any COVID-19 vaccination mandates & policies
Must cooperate and participate in reviews, investigations, and inspections, including but not limited to DHS Licensing and DHS staff.
Management responsibilities, including assisting with trainings, planning, workflow, and problem solving
Complete and maintain required training
Additional responsibilities as required
Qualifications:
Bachelor’s degree, and must be 18 years of age or older
Minimum of 10 years of experience across a broad range of categories in accounting, finance, business
Knowledge or experience with supporting individuals with intellectual and developmental disabilities is preferred
Must have a current, non-probationary driver’s license with 5 points or less, and deemed acceptable to drive by The Arc Gloucester’s liability insurance company
Experienced and highly proficient in MS Office, math, reading comprehension and verbal and written communication skills
Successfully pass initial and ongoing State/Federal Criminal Background checks, including but not limited to Fingerprinting, CARI checks, Central Registry checks, MVR and drug screens
