Description:

The Principal Health Planner will provide high-level professional support for COG’s regional health programs with general expertise in areas that advance community health and wellness. Examples of subject areas include: pandemic and infectious disease; health-in-all policies, health impact assessment, health goals, indicators and trends analysis; access to healthcare, mental health, and substance abuse; environmental health including drinking water quality and air quality; emergency event preparation and response; and specific health issues as identified as focus areas. While the Principal Health Planner is not expected to be an expert in every topic identified, he/she is expected to know how to leverage resources from COG members and other experts and provide needed support to the COG membership as requested.

Specific work responsibilities include:

Design and plan monthly meetings for the HOC including preparation of necessary supporting documents and analysis; support the HOC co-chairs with conducting meetings, identification of speakers; and capture meeting outcomes and help to implement them.

Support the HOC, Human Services Policy Committee (HSPC) and Region Forward Coalition (RFC) in defining appropriate long-term livability and associated health goals for the COG region. Make presentations to the HOC, Human Services, Planning and Public Safety Committee, Region Forward Coalition, and COG Board on regional health issues.

Coordinate with COG’s Department of Homeland Security and Public Safety (HSPS) staff on regional emergency preparedness and response.

Coordinate with COG’s environmental committees and Environmental Programs staff on regional drinking water health and regional air quality and other health issues.

Assist with maintenance and enhancement of the DAGGER healthcare dashboard in partnership with the Johns Hopkins University Applied Physics Laboratory

Work with the Centers for Disease Control and Prevention (CDC) on the development of an interstate exchange of infectious disease exposure data.

Collect, organize, analyze, and report on regional health data and trends, and prepare technical reports and research papers on regional health issues.

Respond to media inquiries or coordinate response to media inquiries on regional public health issues. Coordinate development of common messages on regional public health issues.

Plan and organize workshops and conferences for health professionals and/or policy officials, and represent COG in various forums and conferences.

Supervise staff or contractors when assigned.

Prepare grant applications and other documents to support COG’s regional public health planning program, and supervise grant-supported projects.

Prepare annual work program and budget for COG’s regional public health planning program.

Required Knowledge, Skills and Abilities: This position requires excellent, broad knowledge of public health planning and strong familiarity with related health fields; strong analytic and problem-solving skills; significant skills in organizing, analyzing, presenting data, reaching conclusions and developing recommendations; comfort in dealing with complexity; strong interpersonal and collaboration skills; strong ability to establish and maintain effective working relationships with a wide range of individuals; excellent planning, organizational, multi-task and time management skills. Must be motivated and results- oriented and committed to COG’s mission and regional goals.

This position also requires excellent writing, research and verbal communication skills, including an ability to facilitate technical meetings and workshops. Initiative, responsibility, good professional judgment, people skills, and the ability to work in a team setting are necessary for effectively performing these duties. Requires ability to work independently as well as build consensus, respond to multiple requests, and interact with a variety of audiences. Must also possess the desire to continue to grow professionally. A good working knowledge of the Microsoft Office Suite (e.g. Word, Excel, Power Point and Teams) is essential.

Minimum Qualifications: A minimum of six years public health related planning work experience, preferably working for and/or with local, state and federal health-focused agencies. Applicants for the position must have a master's degree in public health, health policy, public administration or similar field of study, or any equivalent combination of education, experience and training which provides the required knowledge, skills and abilities.

Starting Salary $102,871 – $135,000 DOQ
