The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final. CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check. PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months. CLASS DEFINITION The Housing Vacancy Analyst will play a pivotal role in implementing the City’s $3B Vacancy Elimination plan, enhance existing strategies, collaborate with local stakeholders, and utilize data to address the unique challenges of vacant properties in Baltimore. The Vacancy Analyst will be a part of the Research & Analytics team and can work across DHCD’s divisions, other city agencies, and with community partners, including elected officials. MINIMUM QUALIFICATIONS On or before the date of filing the application, each candidate must: EDUCATION: Have a bachelor’s degree in urban planning, geography, data science, statistics, or a related field. AND EXPERIENCE: Have two (2) years of professional experience in data analysis, preferably in a role related to housing or urban development. OR EQUIVALENCIES: Not Applicable. LICENSES, REGISTRATIONS AND CERTIFICATES: Not Applicable. REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES Proficiency in data visualization tools and database management (e.g. Power BI, SQL)
Demonstrated proficiency in mapping software and database management (e.g. ArcGIS Pro, ArcGIS Online)
Strong analytical and problem-solving skills with attention to detail. • Excellent communication skills, both written and verbal, to convey complex data findings to diverse audiences.
Ability to work collaboratively in a team environment and engage effectively with community stakeholders.
