Transportation Specialist (Project Controls Analyst)_

Summary This position is on the Project Controls Team, in the Office of Engineering of Western Federal Lands Highway Division. The Project Management Information System at WFL is used to organize and integrate various transportation data/information across FHWA to manage and deliver projects. Incumbent uses their knowledge of transportation project development, scheduling principles, and organization delivery methods to provide technical advice and guidance in the use of the project controls system. Responsibilities The Transportation Specialist (Project Controls Analyst): Works closely with transportation leadership, project managers, functional managers, project teams, programmers, and the PMIS Specialist and Supervisory Quality Assurance Specialist to manage resources, projects, and budgets to meet the goals of the organization. Establishes, maintains, and enforces standards and monitors for conformance in scheduling system (P6). Reviews and analyzes the output data of the scheduling system to determine and recommend revisions to individual project processes or project schedules to improve efficiency of the resource allocation. Reviews overall allocation of resources throughout the Division and make recommendations based on future workload distribution. Provides continuous improvement to processes, tools, metrics, and training based on ongoing experience. Assesses internal processes and feedback from process users and other stakeholders, to drive further efficiencies in the organization. Identifies and implements quality control and quality assurance (QC/QA) processes and actions that will ensure the integrity of P6 data. The ideal candidate has project controls experience with a background on highway construction means and methods, including understanding on the scheduling and project management aspects of delivering highway construction projects. Possess highly effective communication, analysis, and collaboration skills to successfully provide technical support and recommendations. Requirements Conditions of Employment You must be a U.S.Citizen and eligible for consideration. You must meet specialized experience to qualify. Qualifications For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required. To determine which grade(s) you may be eligible for, review the following grade specific details. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible. For the GS-11: You qualify for this grade level if you meet one of the following experience and/or education requirements. On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included: Experience with Oracle Primavera P6 applications or similar scheduling software. Experience collaborating with subject matter experts to plan and manage project schedules. Or on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree in a specific degree (See Education Requirements section for applicable fields). You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. For the GS-12: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included: Experience scheduling and monitoring budgets using Primavera P6 or similar scheduling programs for design phase transportation construction projects. OR Experience coordinating project management services, developing, and managing schedules and budgets, and developing program procedure and training documents. You cannot qualify on education at the GS-12 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Quality Assurance - Knowledge of the principles, methods, and tools of quality assurance and quality control used to ensure a product fulfills functional requirements and standards. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
