Salary Range : $55,000- $70,000/Annualized, commensurate with education, experience and qualifications.
Hours : 40 hours, exempt.
This is a full-time, grant-funded position. This position may be shortened, extended, or converted to a regular, full-time position without reposting based on funding or business needs of the departm ent.

Essential Functions
Job Summary
Function :
Works in partnership with the Grant Principal Investigator and the local Continuum of Care (CoC) to administer the Bexar County Fostering Educational Success (BCFES) Housing First Project. Coordinates with BCFES Project Partners at UTSA, Texas A&M University-San Antonio, the Alamo Colleges District, Bexar County Children's Court, and Child Advocates San Antonio to support housing stability for youth and young adults with experiences of foster care and homelessness, in a collaborative effort to improve educational access, retention, and graduation.
Core Responsibilities
Engages in strategic planning, assessment, and management of BCFES Housing First Project with activities to support rapid rehousing and supportive services for youth and young adults with experiences of foster care and homelessness.
Recruits, trains, and supervises a team of case management and student staff, using evidence-based interventions to support outcomes.
Provides landlord navigation for program participants to identify safe, affordable, and permanent housing. Stays up to date on affordable housing resources in the community.
Participates in the local Coordinated Entry and Case Conferencing process with the Continuum of Care (CoC) to review program referrals.
Generates and manages required HUD reporting using the local HMIS database. Analyzes data and compiles reports on performance and outcomes.
Develops and implements a robust information management system and recordkeeping policies based on HUD and UTSA requirements.
Coordinates budget and financial procedures and processes related to the operations of the BCFES Housing First grant. Creates program policy and procedure in compliance with the CoC Interim Rule in preparation for HUD Monitoring.
Collaborates and communicates with external constituencies and community partners who can provide additional support of education, advocacy, and awareness to the campus community.
Develops marketing materials to provide to students, BCFES partners, and community champions. Works closely with University Communications and Marketing on external communication and media coverage including print, radio, and television.
Develops and delivers specific training and workshops for staff, faculty, and students across campuses and in the community to promote awareness of programs and services.
Works closely with and provides regular reports to Grant Principal Investigator and University administrators including the President and various senior leadership.
Performs other duties as assigned.
Required Qualifications
Master's degree from an accredited university in Social Work, Public Administration, Psychology, Education, or a related field.
Five (5) years of professional experience in a full-time, paid position working with homeless populations and/or foster care alumni.
Two (2) years of relevant experience in program management/administration for vulnerable populations. Demonstrated skills in the following areas: program planning, budgeting, and effective collaboration with various constituencies.
Demonstrated skills in strengths-based practice, trauma-informed care, and housing first principles.
Excellent verbal and written communication skills.
Proficient in Microsoft Office Word, Excel, PowerPoint, Outlook.
Preferred Qualifications
Master's degree in Social Work; licensure.
Experience with local Homeless Management Information System (HMIS), and HUD Reporting.
Experience preparing grant and/or fiscal year operating budgets, maintaining accounting records, preparing monthly reports, and approving expenditures for multiple accounts.
Experience administering federal grants.
Experience with landlord navigation, negotiation, and understanding of tenant rights and responsibilities in Texas.
Additional Information
Primary work location will be on campus, downtown.

Office environment.
Ability to travel to and from meetings, training sessions, or other business-related events.
Extended weekend and evening hours as required to meet with students, implement campus programs, and participate in special projects and community activities.
Physical Demands:
Sedentary work; sitting most of the time. Jobs are sedentary if walking and standing are required, only occasionally.
Exerts up to 10 lbs. of force occasionally.
This position will be primarily located on downtown campus . Travel and parking expenses are the employee's responsibility.
